KeepYSafe Episode 6 – Industrial Safety and Occupational Safety & Health: Approaches to Emergencies
The sixth episode of the International Labour Organization's #KeepYSafe podcast in the Republic of Kazakhstan is dedicated to a discussion of a strategically important topic: emergency prevention and response in the context of industrial safety and occupational safety & health. Traditionally, occupational safety & health and industrial safety are regulated by different regulations. In the face of new global risks—from climate change to the increasing complexity of production processes—the tripartite participants will discuss modern requirements and approaches to ensuring effective coordination of these systems. This podcast is produced within the framework of the innovative concept "E-Collab.OSH", a thematic digital space on occupational safety and health, with the financial support of the Innovation Fund of the International Training Centre of the ILO in Turin, Italy, and in collaboration with the Ministry of Labour and Social Protection of Population of the Republic of Kazakhstan, the National Confederation of Employers of the Republic of Kazakhstan "PARYZ", the Federation of Trade Unions of the Republic of Kazakhstan and the project "Promoting Occupational Safety and Health through Social Dialogue in the Mining Sector of Kazakhstan" of the International Labour Organization in the Republic of Kazakhstan.
Due to recent changes in the national legislation of the Republic of Kazakhstan, please note the following clarifications regarding the content of this podcast:
1. When the reference is made to the single-person occupational health and safety engineers:
"As part of the amendments and additions to the Law of the Republic of Kazakhstan 'On Civil Protection,' namely, according to the new subparagraph 2-1) of paragraph 3 of Article 16 of the Law, organizations that own hazardous industrial facilities and/or are involved in work at them are required, effective January 1, 2026, to establish a production control service that reports directly to the organization's chief executive and must be a separate division.
The production control service monitors compliance with industrial safety requirements at hazardous industrial facilities."
2. When it is stated that there are no standards for the number of industrial safety employees:
"In accordance with paragraph 4 of the Order of the Minister of Emergency Situations of the Republic of Kazakhstan dated October 13, 2025, 'On Approval of the Standards for the Number of Officials of Industrial Control Services,' the total number of officials of the industrial control service is determined by the organization operating the hazardous industrial facility, based on calculations."
3. When it is stated that there is a problem of the lack of employment contracts between employees and some unscrupulous employers:
"In accordance with the adopted Law No. 277-VIII dated April 7, 2026, 'On Amendments and Supplements to Certain Legislative Acts of the Republic of Kazakhstan on Improving Safe Working Conditions and Protecting the Labor Rights of Employees,' a law has been in effect in Kazakhstan since June 7, 2026, prohibiting the replacement of employment contracts with civil law contracts (CLCs) if the relationship is actually an employment one. The ban signed by the President is aimed at protecting workers' rights, in particular, ensuring social guarantees that were previously ignored when permanent employment was disguised as civil-law contracts."
